Legislative Background for KENTUCKY

State Senator Jack Westwood (R-Crescent Springs) sponsored a bill to authorize a Choose Life license plate in 2003 and 2004. It passed each time in the Senate, but died in the House. However, in 2005, the legislature passed a bill allowing statewide, non-profit organizations to pre-sell 900 proposed plates and meet certain other criteria to get a specialty plate.

In 2006, Sen. Westwood sponsored and passed SB 115, a bill that added an additional, but optional, $10 fee to all Choose Life License Plates. The extra $10 fee is to be distributed to area pregnancy care centers under the direction of the Family Trust Foundation of Kentucky, Inc.
